Literally, Emergency Economic Job training facilities will be established within the various Department stores, Stationed on parking lot properly locations. Store Corporations such as Walmart, Home Depot, Lowe's Department Store, Sears, Target, even mall locations will sponsor and house these renewable energy, economic job training centers. Official office agencies such as the Police Fire Department, Search and Rescue teams, as well as federally FEMA Homeland Security, and the CDC will be established embedded within these renewable energy facilities.

Local and Federal agencies will give the citizens living in these cities, Understanding, Guidance, and Direction on what to do and how to do in a terrorist attack with threats. Citizens, many for the first time will interact with their local and federal officials getting to work with and know them, perhaps on a first-name basis; thus gaining one another's trust. Also, job training opportunities will be provided for those citizens to learn this new Renewable Facilities Industry. Educated with the new technology will place them firmly within renewable energy job opportunity positions, corporations are desperate for today.

The designated critical 12 crime-infested cities will just be the beginning; the plan is to build 10,000 emergency economic job training centers throughout the country and thousands more throughout the global community. Conservative estimates for jobs produced and the Economic Future with these Watchman program centers will provide 10 million new jobs, and one trillion in new revenue on an annual basis, after the first year's completion of this program.
